Position Title: Caseworker – Emergency Rent and Utility Program (ERUC)

Hourly Rate: Dependent on experience

Position Description: This is a temporary (present – 12/31/21) full-time, 40 hours per week position. Full-time standard hours are Monday – Friday, 8:30 AM – 4:30 PM; however, secondary to the nature of this position, there may be times when hours need to be flexible to accommodate work activities. The ERUC Caseworker is responsible for providing emergency rental and utility assistance to individuals referred to the Your Way Home Emergency Rent and Utility Coalition – CV (ERUC-CV) Program. The ERUC-CV will also involve managing restricted funding to support needs, as appropriate. Work will primarily be completed via phone or in-person, at the Outreach Center.

Qualifications: Proven ability to work cooperatively with clients, staff, and volunteers of all ages, ethnic backgrounds, and socioeconomic levels. Excellent oral, written, and computer skills. Capable of working independently and managing time efficiently. Knowledge of community resources needed. Associate’s degree in social services or equivalent preferred, with 2 years of direct practice or customer service experience required. Current child abuse clearance, criminal background check and FBI fingerprint check are required. Physical qualifications include the ability to lift up to 25 lbs and to bend, stoop, sit, and stand.

Specific Duties Include:

  • Provides assessment for all clients referred through the Your Way Home
  • Emergency Rent and Utility Coalition – CV program
  • Provides problem-solving to individuals and families facing possible eviction
  • Determines and facilitates linkages to other services as appropriate
  • Determines appropriateness for access to restricted funding and administers restricted funding per program policy for such cases, as appropriate
  • Maintains client information in the Clarity Human Services (HMIS) database for all ERUC-CV clients and in the Pottstown Cluster of Religious Communities (PCRC) database for all other clients
  • Has ongoing communications with the ERUC-CV team for coordination of this program
  • Maintains tracking system for all disbursement of restricted funding and provides reports as required
  • Participates in program planning, development, and evaluation for ERUC-CV and supportive services area, as appropriate
  • Demonstrates confidence and consistent decision-making skills
  • Demonstrates resourcefulness and flexibility to meet the demands of the position and needs of the organization
  • Develops and maintains current information on available referral resources for clients served at the Outreach Center
  • Maintains confidentiality of all information related to clients

This position reports directly to the Director of Support Services.

Position Title: Housing Stability Coach

Position Description: This is a temporary (present – 12/31/21), part-time, 20 hours per week position. Flexible 20 hours, Monday – Friday, mostly between normal business hours of 8:30 AM – 4:30 PM. The Housing Stability Coach will coach Montgomery County residents (families or individuals) who are homeless or at-risk for homelessness to develop and complete their own consumer-driven Housing Stability Plans to achieve permanent housing stability in their own community. The Housing Stability Coach is an employee of the Pottstown Cluster of Religious Communities, whose primary function will be to the Pottstown Housing Resource Center team serving Pottstown and surrounding communities in Montgomery County. However, the Housing Stability Coach will also work as a member of the Cluster Outreach Center staff team.

Qualifications: Proven ability to work cooperatively with clients, staff, and volunteers of all ages, ethnic backgrounds, and socioeconomic levelsGood oral, written, and computer skills. Capable of working independently and managing time efficiently. Willingness to be flexible with the work schedule. Master’s degree in social work or related field preferred, with a minimum of a bachelor’s degree in social work or related field with 3 years of direct practice experience required. Must possess a valid driver’s license, current auto insurance, and have own transportation. Current child abuse clearance, criminal background check, and FBI fingerprint check are required. Physical qualifications include the ability to lift up to 25 lbs. and to bend, stoop, sit and stand.

Specific duties include the following:

  • Visit with clients at least monthly in-person in their place of residence and as needed by email or telephone ongoing to provide guidance and support to residents in making progress towards achieving their goals
  • Determine and facilitate linkages to other services (County assistance office, educational, drug, and alcohol, mental health, job training, entitlement programs)
  • Assess clients appropriateness for the housing program
  • Determine the client’s housing needs, rental contribution, and provide guidance for budget counseling
  • Refer clients to more intensive services or long-term assistance as needed
  • Complete all appropriate client assessments
  • Maintain client information in the HMIS database
  • Have ongoing communications with the County’s Your Way Home staff, Your Way Home Call Center hotline staff, Community Connections’ Navicates, Shelter Providers, and other Housing Resource Center staff at other Housing Resource Center sites in Montgomery County
  • Interacts with staff, volunteers, and clients in a courteous, respectful manner

This position is funded by the Montgomery County Department of Housing and Community Development as part of a contract to the Pottstown Cluster of Religious Communities to provide services as an operator of a Housing Resource Center. If the County terminates the contract, this position will not necessarily remain as an available position through the Pottstown Cluster of Religious Communities.

This position reports directly to the Director of Support Services.

Position Title: Receptionist/Administrative Assistant
Position Description: This is a regular part-time, 20 hours per week non-exempt position, Monday through Friday 12:30PM-4:30PM.

The Receptionist/Administrative Assistant is primarily responsible for coordinating the reception area at the Cluster Outreach Center and being the first point of contact for visitors, clients and volunteers. This position is the central point for greeting and directing them to the appropriate staff or program, either via phone or in person.  Administrative support to programs and program staff will include data entry, computer work, special projects and support to other program areas as needs arise and time permits around receptionist responsibilities.

Qualifications: Proven ability to work cooperatively with staff and volunteers of all ages, ethnic backgrounds and socioeconomic levels. Good oral, written and computer skills. Capable of managing personnel issues with sensitivity and assertiveness. High school degree or equivalent required. Prior office/business experience desired. Current child abuse clearance and criminal background check required. Physical qualifications include ability to lift up to 25 lbs. and to bend, stoop, sit and stand.

Specific duties include the following for both Cluster Outreach Center and HRC:

  • Responds in a courteous, respectful manner to all incoming telephone calls and in person to all clients, visitors, volunteers and staff
  • Receives guests in a courteous, respectful manner
  • Primary responsibility will be the Receptionist position
  • Maintains order in the reception area, keep accurate log-in sheet for all visitors and direct them to the appropriate staff or program
  • Able to use database in accessing pertinent information, inputting information for both Cluster Outreach Center and Housing Resource Center clients
  • Assists all staff in confirming appointments
  • Receives and distributes mail
  • Copies all donation information and secures donation in designated secure location
  • Provides accountants donation information and prepares deposits for bank
  • Provides administrative support for all programs when volunteer support to the reception area is available
  • Is able to assist in any other area of the client programs in the absence of other staff as needed
  • Must be flexible and adapt to changing situations
  • Communicates concerns or issues in a timely fashion to the Cluster Outreach Center Director
  • Maintains confidentiality of all information related to clients
